WebFeb 10, 1995 · Purpose The purpose of this policy is to provide guidance to child welfare employees when Voluntary Placement Agreements (VPA) are needed to place children or youth in out-of-home care. VPAs are time limited and considered the least restrictive plan, when placing children or youth. Scope This policy applies to child welfare employees. Laws Webthe designation of custody is required for receipt of benefits. If the plan doesn’t designate custody for purpose of benefits, staff can use other legal documents to determine which adult takes control of a child’s WIC benefits. See RCW 26.09 for Washington Parenting Act and RCW 26.26.270 about custody for receipt of benefits.
